Job Duties

The State Wildlife Program Manager (position #00163) administers, directs, implements, and assesses comprehensive statewide wildlife programs to support the Wildlife Division's mission to conserve and perpetuate diverse and sustainable wildlife populations and habitats for the health of ecosystems and the benefit of all people. This manager reports directly to an Assistant Director of the Wildlife Division, oversees the development and implementation of multiple statewide wildlife programs, directly supervises multiple full-time staff who serve as the Project Leads for each program, and may periodically supervise additional full-time technical staff and/or seasonal wage staff. Specifically, this program manager oversees three (3) full-time Project Leaders and 2-3 seasonal wage staff who coordinate and implement the following three (3) state programs: Waterfowl and Webless Gamebirds Program (all waterfowl species and the webless species of dove, woodcock, snipe, rail, coot, and gallinule/moorhen), Furbearer Program (bobcat, coyote, fox, opossum, skunk, racoon, weasel, etc.), and Wetlands Program.

For the core programs under this manager's supervision, programmatic elements and activities will include: management and conservation of waterfowl and webless gamebirds and furbearer species; development of hunting regulations and species management plans; determining and implementing wildlife research, survey and monitoring, and management priorities for key species; supporting staff in data analysis and reporting of project results; identifying and implementing wetland restoration and enhancement projects; initiating and guiding wetland conservation policies and partnerships; fostering partnerships with state/federal agencies and NGOs; representing the Agency in large-scale collaborative conservation partnerships such as the Atlantic Flyway Council and the Chesapeake Bay Program; supporting public outreach and stakeholder engagement (with hunters, trappers, and wildlife viewers); providing technical guidance for managing human-wildlife conflicts; seeking additional funding for programmatic priorities through various grant programs; managing the budgetary and administrative needs of the programs and its staff, including addressing personnel matters as they arise; and mentoring staff to support each person's professional effectiveness and development. Effective management and implementation of the manager's programs also requires frequent coordination and communication by the program manager with other staff in the Wildlife Division and across the Agency. As appropriate and feasible, the manager will integrate the Wildlife Division's values, guiding principles, and goals into program planning and implementation (e.g., climate resiliency, native species, human-wildlife coexistence, and wildlife recreational opportunities including wildlife viewing). This position periodically supports additional statewide wildlife conservation projects as tasked.

Minimum Qualifications

Comprehensive knowledge of wildlife ecology, natural resources, management and biological principles including species identification, behavior, population demographics, habitats, and requirements of animal and plant species, with particular emphasis on game species.
•Extensive knowledge, technical expertise, and considerable experience in managing/conserving wildlife species, habitats, and ecosystems, with demonstrated experience related to game species using an adaptive management approach.
•Ability to apply technical, scientific, legal knowledge, and constructive problem solving to develop and implement complex wildlife management programs and projects and to make practical recommendations and decisions to achieve agency priorities through fiscally responsible actions.
•Ability to plan, integrate, manage, and evaluate programs, projects, activities, and budgets, including demonstrated experience in project management.
•Experience in developing hunting and trapping regulations for game species.
•Supervise the design and implementation of wildlife management, survey, and research projects based on demonstrated experience of study designs, statistical analyses, and technical reporting.
•Ability to analyze, interpret, and explain complex technical issues regarding wildlife, habitats, conservation activities, and policies.
•Ability to provide technical consultation to internal and external constituents.
•Skilled in conflict resolution and application of public participation processes to wildlife conservation issues.
•Exhibited skills in personnel management and effective communication and interpersonal skills, displaying an ability to supervise and direct others, mentor professional development of staff, and resolve personnel conflicts.
•Knowledge of supervisory principles, best practices, and effective leadership skills.
•Proficiency in planning and coordination as part of a team or working independently.
•Ability to write grant proposals to assist with funding program priorities.
•Ability to develop productive partnerships to further program objectives and achieve shared conservation goals.
•Excellent written and oral communication skills, including for public communications.
•Highly skilled in the use of personal computers and Microsoft Office suite (including Word, Excel, Access, PowerPoint, Outlook, and Teams) and experience with ESRI ArcGIS Program R, Program Mark, or similar software.
•Work in a manner which prioritizes the mission, programs, and services of the agency; follow agency policies and practices; anticipate and correct unproductive or unsafe practices.
•Multitask in a dynamic work environment, meet rapid deadlines, and periodically work nonstandard hours

Additional Considerations
•Advanced expertise in Wildlife Management, Natural Resources Conservation, or a related field, with proven experience in wildlife conservation and management, including progressively responsible professional roles in wildlife management or related areas.
•Demonstrated experience in applying technical knowledge and scientific principles to designing and/or performing wildlife research, monitoring/surveying, resource management, habitat restoration, and public engagement/technical assistance.
•Demonstrated experience with stakeholder engagement, public participation processes, and/or collaborative partnerships to develop strategic priorities, plans, and/or policies for wildlife species, habitats, and/or wildlife-related recreation.
•Proven experience in wildlife population management, such as making recommendations for hunting regulations or statistically analyzing survey or harvest data to inform regulations, along with demonstrated experience in guiding or writing wildlife or habitat management plans.
•Experience in developing hunting regulations for game species (birds and mammals).
•Experience in evaluating proposals, publications, and ideas for scientific merit and organizational relevancy.
•Experience with addressing human-wildlife conflict and/or non-native invasive species.
•Significant experience in developing, implementing, and evaluating progress of conservation planning and/or natural resource management goals.
